I am writing to you about the Climate and Nature Bill which was debated in the House of Commons on 24 January.
As you will know, the debate was adjourned to 11 July. In the meantime, MPs who support the Bill have agreed to work, in a cross-party way, with Government Ministers to advance its aims.
At the end of the debate on 24 January, the Minister for Nature, Mary Creagh MP, promised MPs that next steps would include 'binding commitments' to advance the CAN Bill's objectives.
Following the debate, the Secretary of State for Net Zero, Ed Miliband MP, released a video in which he pledged to 'set to work' on the CAN Bill's objectives—'including for legislation'—so that we can 'make a meaningful difference for climate and nature'.
The CAN Bill would see the UK's internationally-agreed commitments enshrined in domestic law. These two commitments are:
1. To halt and reverse biodiversity loss by 2030, as agreed at the 2022 biodiversity COP in Montreal.
2. To limit global warming to 1.5C, as agreed at the 2015 climate COP in Paris. As part of this commitment, the UK agreed to cut emissions 68% on 1990 levels by 2030.
At present, the UK is not on track to achieve these commitments, and there is no legislative vehicle that will deliver them in a joined-up way. This is crucial, if we are serious about delivering a nature-rich, clean energy economy and society, where current and future generations can flourish.
I am writing to ask, as your constituent, if you will please escalate my concerns to the Secretaries of State at DEFRA and DESNZ about the need to produce a truly integrated legislative plan to tackle the accelerating climate and nature crises. I am happy for you to share my contact details with these Government Departments for this purpose.
